(This applies to most games)
Since an excuse for not releasing mod tools is that it's killing DLC, would you consider paying for mod tools? Would you pay if it costed as much as the game costs on launch? Where does the limit go? Would you be fine with paying to be allowed to host mod supported servers?
Personally, I think I could go with purchasing mod tools, as a license to be allowed to use them and release mods. Buying a license for playing mods is a bit too much though.
I'm pretty sure that if a company did this, people would go all crazy about how money-hungry they are, but then again... It's better than no mod tools.

If it will have ALL assets (including xmodelparts, xmodelsurfs, etc..) - I would buy it.
But if it will like Black Ops Mod tools ( which is still in "beta" state, for 2 years ) - Damn no.
If mod tools will cost some money - we will have less idiots in the game. ( Like losev, ivankec etc .. troll.png )
