[Request] Barbones Dvar??

Maybe you all know the servers where the following stuff is disabled:

Perks
Equipment
Killstreaks
Attachments

I can't find how to ''activate'' that in a mod.
It's the last thing to fix and then cmMOD can run pretty well on Unranked servers I think, even without menu it should be balanced.

whats the E before the last 5 dvars mean are they mant to be there or not ?
