well the command was scr_teambalance "1" didn't tested on mw3.

Yes, !load is a command to load the dvars from the server's dvar safe and since the dvar safe is temporarily deactivated in 1.8 !load also doesn't work.

Is that how many lines in killfeed? I think that still exists.

scr_teambalance doesn't exist in MW3.

I think not. Some people still report crashes but some say it's fixed.. Next week I will look at every piece of code again and verify.
