Also, if its true, Russian version will not be able to switch language. IE any foreigner comes to Russia, buys BO2, cannot play.

Other games do this too. Borderlands 2 is an example, but they removed the restriction after release because a lot of gamers were mad. Not because it's illegal. Activision doesn't listen to the players though, so they won't remove it probably.
