He just modified the strings and then used the debug commands. The real question is how he got the game.

Hacked? Probably not. That source said it was a dev build, like @Pozzuh said he could easily access dev commands like noclip shown in the video. Also, why would you exepect the "anti-cheat" to be active in a dev build, this technically isn't even a cheat anyway.
