Are you only using RCon Plugin and ProMod Plugin? Are both the newest version?
Please share screenshot of your MW3 Root dir (showing all files and folders)

remove the addon.dll and updater.exe file (they should be in the addon folder, in the dist folder)
Check that you have downloaded latest plugin versions (pays to reload them again to ensure they are the latest. Try one at a time to see if they show at startup

i solved it by:
deleted the whole addon, copied mw3 again, and downloaded addon again

Show us the plugin folder.

Try to change folder name Plugins to plugins (case sensitive)
