This does not seem possible as of yet, but as the addon gets developed it could be a possibility.
Personally I use the NO-reconnect plugin, but do not disallow re-joining. Just have it flash a message in console that says he reconnected. Then an admin can kick the user.
there is a option in the code that allows you to block any reconnect, people that leave, cannot connect until the next round. only problem is the people joining after the ragequitters leave.
