That would be incredibly annoying for the players.

You can use "fast chat" like in previous cod WaW and bind them killstreaks, command or only chat thing. You can even rebuild fast chat to make your own admin tools for private match......

Easy to find code, raw dir and modtool can help you and relase section too, but need minimal moding skill
