can someone create a plugin to draw fps i tryed it to make it but it doesnt work

Impossible. You would need to do "inject" it into the process so I'm pretty sure it's impossible to do it on something that's SERVER SIDED.

I know the way how to get SERVER's framerate/second. But not client.
