When I say to someone "mod" I mean a modification of the game itself, not just a tweak in the configuration files.

I think it depends on your definition and the context you are using it in.
To me, if I say I "mod" a game, then I have introduced something new or created
something new inside the game itself, or somehow altered the game play itself.
I would never say "look at this texture I modded". Who says that?
I think that by definition, modify or modified or modification it's a very global word
and with that said, by coloring on the bottom of my shoe, I now have a modded shoe.
It's all in context, but for this community, shame on you for saying "look, I modded textures".
