MW3 SERVER HELP

Need help setting up a mw3 server on steam. no matter what i do, i cant seem to get it up and have decided that i need some help. i am running windows 8.1 if that matters, some people have told me that windows 8.1 cannot run servers or something. anyway, if you can help me get this server up then i am willing to pay. add me on skype : claassic. (two a's, two s's, with the period)

I cant see why you can not start the server in windows 8.1, I have set up a few servers and havent had problems
