Access to root files and folders. in simple words - normally your system files & folders & stuff are read only. Rooted device has read/write access
If you want to root your device you'd better search xda-developers forum for rooting method suitable for your device.
Note that incorrect rooting may cause in bricking your phone, in other words making it not working at all. Can be solved by you or some specialist (just find suitable service in your city) by reuploading system files on the device. All settings and data will be reset.
