in Se7en PLugin , AutoBALANC dose not Stop !!

I Changed Server.cfg :
seta scr_teambalance "0"
seta scr_autobalance "0"
seta rcon_full_access "1"

But In game ( All Modes ) Servet RUN AutoBALANC :|

Where can I download it?
