Should be, if they just changed all DX9 commands to DX11 commands it should be faster.
Obviously we underestimate Treyarch here who always find ways to fuck something up performance wise (IW engine works pretty fine on min spec machines (really, one thing they did good)) but Black Ops 1 did not even run very well on high end machines in the first weeks/months.

^ the 1 man working on the pc version doesn't have enough time to actually optimize the game, that's why he just changed the dx9 calls to dx11, and hoped for better performance.
