i have already tried copy and pasting steam.dll into the root folder. heres the log:

Can you still connect? if so ignore it

Indeed, try if you can connect to the server. If you can ignore it.
otherwise try closing steam, then launching the server.

questions are :
do u got the ports forwarded?
did u put steam.dll in the right folder? (pretty sure u did i hope atleast)
can you see it in the internet browser of dedicated servers?

i have that error on my dedicated server always but i can see it in the internet server list try to look on the internet list and if hes located there connect via lan or else you wil have an error saying that he doesn't accept your connect or sometihng like that have fun with your server
