when you rent a vpn package then you choose between different locations:
i have one 188.143. in russia and one 188.116. in poland, 188.40 in germany, 67.212 in canada
so yes it is possible

And yes we downloaded the server provider files from thedefaced as well, they've probaly blocked it

no, it's probably not that, it's because you need an ip that's not blacklisted
