I got a file for you that should give you unlimited placement of c4's and claymores.
The files is in the attachment(once it approves), place it in maps/mp/gametypes. It only gives you unlimited placement, not unlimeted c4 and claymores since you figured that out by yourself. It's a bit laggy though especially when all the c4 go off at once.
