If you are banned you cant play mod, if not check your nat and private match setting.

to store mods

where you can find config_mp.cfg of all mods played/hosted

No, you dont need program to load a mod, now BO have inside modloader and is not bannable and no need restart game after play mod when you go in ranked server.

Yes all mods, but some of them that was released before patch 1.9 need a small fix , go to cmMod thread for more info
