lol, the most nightmare would be "purchasing assets" ...

In that case if someone would buy it, he will leak it.
You would have to sell mod tools for about 100 times the price of a normal DLC since not a lot of people are going to buy it in the first place, lol. Selling mod tools make no sense. IW would have to pick the best mods/maps and sell them as DLCs like Valve does.
