[Release] ScoreManager for PCWs

So this is the second plugin i'm releasing in my farewell sprint of plugins:

This was a plugin I made for the Focus Tournament, it's specifically for matches where there must be a winner..

12 Rounds are played, the game pauses for 1 round and then switches sides, and finally resumes the game.
If after a total of 24 rounds have been played and there still isn't a winner, the server will pause again, switch sides and then go for another 3 rounds. It will continue to play 3 rounds and pause after each 3 round stretch until a team finally wins, obviously..

If a spectator types ?timeout it should pause the game, but be careful because it's a round by round basis. To end the timeout you have type ?timeout within the round you want to count.

The spectator can also manually change the score by typing ?score 16 0 for a axis: 16 allies: 0 score.



Oh I have to point out, it takes a little while for this to become active. It will say, "timeout ready" when it is. Use ?score at your own risk up until this moment. Generally it's 2/3 rounds.

fast_restarts mean you have to wait 2/3 rounds again before it works again.
