Why can't GSC files be extracted from PC FF's?

Previously you could go into and find stuff inside, also there was a FF Viewer made by X(someone) which was useful, .

Already did some research
The program can open (i think) all files except GSC's

Because IW is 100% against modding, and they don't want the game to be fucked up like CoD4 and MW2 because of mods (Talking about the consoles)
