How to download?
Open up steam. Click on libary and press on the button next to search. It will open up a small menu. Click on "Tools".
Than you click on: "Call of Duty Black Ops - Mod Tools (BETA)". It will start the download for you.

How to make a mod from scratch using the modtools?
