You can do it via GSCs.
In the Callback_PlayerDamage put this:

Yes, he means that you should put that somewhere in a gsc file called "Callback_PlayerDamage". You'll probably figure exactly where inside the gsc, and if you don't, then I'm sure you'll find a tutorial about this if you google

Oh right, this is black ops! I have to admit I only read @sailormoon 's post. Edit the weapon file (the folder is called weapons), by opening it with a text reading program (such as notepad) and changing the damage value. You'll find it.
