TL;DR it opens at 01:00 13th Nov for Denmark/Norway/Sweden/Netherlands/Germany
I think on the 13th November half of the world will move to Russia.
Strange times for BO2 release.. According to that, the game will come out at 10PM my local time, when it actually comes out 2 hours later.
You can also just check on the steam store page, http://store.steampowered.com/app/202970/ It shows a countdown according to your timezone.

I don't get it, why does he even post release dates for a game on a modding forum. Modding will be banned anyway.
