im making my own mw3 rcon tool. But my problem is, I dont know how I can read the player ids from memory. Are there any offsets to read out playernames and id, so i can ban/kick people over my tool.

you can use addon API, but there's already a good rcon tool

Since you most likely are using Tekno look at GrossKopf's Dedicated Server Guide.
