A simple plugin that does a full server restart. Would it be possible for it to flash a message to the players, disconnect them, an fully restart it and reload all the plugins? And you could have this scheduled every few hours or so.

That's not possible in a plugin because if you stop the server you also stop the plugins. You would have to start a new process for that (exe or script).
