I would love to have no sway for snipers.
Is it possible to make a plugin for that?

Im not a plugin maker but that should be easy to do by modifying the following:

bg_viewBobMax

and

bg_weaponBobMax

Both are float.

Ask @Nukem , @zxz0O0 or other one to do this for you.

@barata viewbob is the moving of the weapon when walking. I tried to do no-sway but it seems it's not possible.
