There are a lot of autotalkers. @JariZ made one for MSN. I think it's easy to convert it to steam. ( @JariZ jackbot: http://jariz.nl/port.php )

Making one for steam is going to be a little bit harder (if even possible) as Steam doesn't allow modification from third party programs (eg. no message sending) unlike MSN.

I have a bot on Steam for several months which also supports automated trading. So yes, it is possible.

Google OpenSteamWorks.
Valve does NOT ban for it but it is against the EULA. But OSW is very old and nobody got banned yet.
