There is third person mode in private matches. Check my other thread

Can someone tell me how I can change a gametype during the game on a gameserver server without using the playlist... only using the rcon like the command "g_gametype_sab" on Black Ops

You need to change playlist for gametypes. But you can use /map mp_mapname to change the map.
