You can change the existing skybox skin 
I'm not really sure what they're called, but a guy on this forum (He has a rabbit avatar, I think) has made some custom skins for the skyboxes, take a look in the texture sections on this forums.

This, I think you will find them by searching tru iw_05.iwd .. i'm pretty sure they are called:
mp_array_skybox.iwi
mp_nuked_skybox.iwi
and so on
