Change your keyboard layout to US - International inside the Dutch category within Windows.
A restart is required on some versions of Windows.

I am, but i'm too lazy to download 10000000 patches to actually get it Dutch =.= Also, my language is set to English(United States) - US...
Language does not matter. These are regional settings. Seriously, READ!
Maybe so_bored_at_work.png helps.
This is on an English W7 installation that has never seen any Dutch file on them.
nvm fuck my life
press ctrl+shift
1. The keyboard scheme change combo is Alt+Shift by default.
2. If he exchanged his US International by the normal one there is nothing to change with that combo and it stays fucked up.
