Just a question, since I've google'd a lot, and didn't found an awnser:
Is there an (easy) tool that lets you convert your Edited Match - from private match - to a mod?
Or an easier Mod Tool that works (a lot) like that?
Please help me, I am noob >_>

So I can do it is Combat Training (my little bro just got black ops, and doesn't wants to go with others)

you can download black ops mod tools from the steam library
select your mod and press "build ff"
then upload it to an unranked server and play it with the rest of the world

He means being able to use the settings that you set in-game for a custom game mode in private match in combat training. Like you can set the classes, killstreaks, how many points you get for a kill and headshots, etc.
ah now i get it. yes you can do this except for the points cause it makes no sense since they will be deleted after each match.

Why I am looking for this?

if you want to play against bots like in combat training , but want to keep the setting typical of a custom match you can do this.
-set your settings in the "game settings"
-save them in one of your six slots available.
-close game-> go in your game directory->open config.mp-> ad this two line
seta scr_bot_difficulty "normal"
seta scr_bots_managed_all "12"
seta scr_bots_managed_spawn "12"
this will spawn bots like in comb training. try it

I fail big times - can't find config.mp (also when I use windows search) :S
