Well, yours friends annoyng you rigth on "work in progres"?
don't wanna be logged on steam?

Easy to do, locate yours BOmp.exe then right mousebutom click on it and open with Modtools Launcher (locate launcher.exe in BO\BIN directory).
Then will open only modtools and NOT BOmp.exe, you can launch BO from modtool gui, but now will ask for steam login.

Useless due to issue with missing asset and dont launch custom map but you can DL fast if you dont open steam when modding

Run launcher.exe via Windows while Steam is off to not get annoyed by friends.


Or as @d0h! said, set your state to offline within Steam.
