Looks pretty legit, i hope so.
More info on it in the description of the Video!
im pretty sure he just used a game say like cod4 for example and just imported black ops guns into that.
I think its the map mp_test with some models placed tru scripts.
This is Effect ED's BSP file in game lol
you can see in 1 sec he runs nuketown...

and he just placed everything via script.. Including collmaps (spawncollision())

As he said in the youtube comments, it's just models placed above nuketown.
I did something similar before for mw2 highrise map, now is easy build new map, hide and seek give models name and you can see it with assert wiever.
He told about something like easy bunker builder, not easy now make "new" map without real noclip and a tool to take position and place or beter replace model can help us.
see doors model and they can be helpfull to build better map for zombie mod and stop the carepackage use......
