Simple, If you only want to play Single player then putting steam into offline mode will solve ALOT of issues.
1.Open steam
2.Click on steam tab in top left
3.Click Go offline
4.Accept
5.Load black ops
6.Have FUN
For MP, apply these commands in console:

cl_maxpackets 100
snaps 30
com_maxfps 120
And if Steam is causing the issues, maybe try setting it's affinity to your last processor and giving it 'Low' priority? Maybe give the game 'High' priority?
That is for multiplayer... And changing black ops to high gave me some graphical issues

it should not be a problem, i played all my games windowed without any problems

there's also a way to make it go more smooth too
It worked for me
when in-game
press ALT TAB
go to task manager, and search for the MP of blackops or SP of blackops
I thought it was blackops4MP.exe
then you press right mouse and select very low
it shud work
according to what i've red to make MP run faster you need to change Blackops priority to high and steam.exe to low but it doesn't work for me anyways...
