I can run BFBC2, MW2, COD4 all on High with no problems....

Gameservers can suck balls...
The engine was also poorly optimized for PC

go to your config_mp.cfg and set the multigpu to 0 if you only have 1 gpu
and multithread or multicore something (ctrl f for multi) to the amount of cores you have (which is defaulted to 1 core which no one is using nowadays)

Indeed, all it apparently does is change the config. You really don't need, nor want an external tool to do that.
