Currently yes, some days ago I saw some beta keys in there as well. But as far as my simple knowledge of Russian goes those are all full pre-purchase keys...

Nope, account I borrowed from a friend some time ago and played on it isn't disabled.

No, if they're from the same country, nothing will happen. If he suddenly switches country in like 5 minutes, it will get disabled.
