Threaded Mode | Linear Mode

i get this error when i try to start my server...
i can sometimes start it if i get really lucky, but then i try 50 times after that and it doesnt work
the console says
net_queryport is write protected and sometimes it wont say that..
maybe thats is the problem?? what does that mean
i really need help
